A Product/Fabrication specification in the MIL-STD-490 framework, collecting (whether directly or by reference) the acceptance requirements for a single design, which may (or may not) be the only design for a single CI. It is both possible and reasonable for a single B-spec to have more than one C-spec, if multiple designs are being competed on the basis of production cost.
