(2) In the structured construct of this website, a Technical Requirement is a Technical Characteristic1 married with one or more Verification Measures, where the entire combination is designated as obligatory for the characteristic’s Allocation Target. It represents (therefore) a usage of the information, associating it with a specific means of verification. I haven’t tabulated the essential data elements, because the only new elements are those of administration2.
